IPND Address Accuracy - Proxy Audits

ACMA initiated an IPND address accuracy audit in late 2009, the first in three years.  Are there follow on issues that are leading you to seek an in-depth proxy audit?

Background

The Integrated Public Number Database (IPND) is a central repository of all Australian telephone numbers and addresses.

Callpoint Spatial was engaged by the ACA (now ACMA) to conduct the first address accuracy audit of the IPND in 2003.  That tender tapped into our addressing, spatial and telecoms expertise.

Our IPND experience and capabilities were made use of by Hutchison Telecoms, when they sought a "proxy audit" in advance of the previous ACMA IPND audit in 2006.

"Score Rank" Reverse Engineered

In late 2005, ACMA provided each Data Provider with an overall address accuracy score.  That score was based on the address accuracy of each record, from 0 to 350.

ACMA had not published the methodology by which the Score Rank was created.  Importantly for Hutchison Telecoms, Callpoint Spatial reverse engineered the 0-350 "Score Rank".  We also delivered analysis on each record and overall that facilitated implementation of corrective action strategies.

ACMA 2009 IPND Audit

Callpoint Spatial understands that ACMA will be using the same score ranking methodology in its 2009 audit as was used in 2006.  This facilitates apples-apples comparisons with earlier audits.

By engaging Callpoint Spatial to deliver a proxy audit, you gain a per-record and overall Score Rank.  We also generate the analysis that helps pinpoint areas where maximum yield can be gained.

These resources provides your organisation the opportunity to implement effective corrective action in advance of the formal ACMA audit.

Additionally, Callpoint Spatial can license you G-NAF (being the address dictionary that we recommended in 2003 be used for future audits).  So, well beyond the timeline of this audit, you can put G-NAF to use across your business for applications such as address validation, geocoding and spatial analysis.
